The Kernel perspective

ATS access does not transfer your hiring requirements or professional judgement.

Remote recruitment requires more than a search licence and a collection of CVs. Your colleague needs to understand the company, roles, relevant criteria, stakeholders and limits of their authority. Managers provide usable briefs, HR defines the process, IT secures access and interviewers agree observable criteria. Recruiters organise search and communication; they do not bear sole responsibility for a decision that also depends on hiring managers.

01. Define what each recruiter actually owns.

Sourcers, in-house recruiters and agency consultants have different responsibilities. Agree job families, seniority, working languages, markets, workload and decision rights before opening accounts.

Sourcers and researchers

Map markets, build searches, identify relevant people and prepare appropriate outreach. Define what counts as a profile for review, an authorised contact and a handover to a recruiter. A list of people found is not a qualified shortlist. Check relevance and duplicates before launching any campaign, and specify the evidence needed to progress a profile.

Recruiters and Talent Acquisition

Run intake meetings, organise applications, conduct initial qualification, coordinate interviews and keep candidates informed. Define which stages can be managed independently and which require a hiring manager. Recruiters must not promise compensation, remote working or a start date beyond approved conditions. Make escalation routes and the owner of each open decision explicit.

Agency consultants and RPO colleagues

Clarify client, assignment, contacts, candidate submissions, any exclusivity, fees, contractual record ownership and non-solicitation rules. An embedded RPO assignment and an agency engagement do not automatically confer identical access. Have data-processing responsibilities assessed rather than assuming every external provider is necessarily a processor.

Hiring managers, HR and final decision-makers

Managers explain the work and evaluate professional capability; HR owns the process framework; a named person approves the offer. Agree feedback expectations, deputies and resolution of disagreements. A role held up by missing management decisions must not become evidence of a sourcer’s poor performance. Recruiters need a clear way to raise those dependencies.

Find these options in the catalogue

Prepare a responsibility matrix stating who researches, contacts, evaluates, decides, approves and informs the candidate at each stage.

02. Prepare the workstation, welcome and shared working practices.

The foundations are the same as for other roles: working conditions, equipment, available colleagues, documentation and explicit expectations. Recruitment adds confidential conversations and careful calendar coordination.

A setup tested from the actual workstation

Prepare a managed computer, updates, encryption, locking, browser and headset. Test the ATS, search, meetings, calling, calendar and CV access with approved security tools. Validate primary connectivity, Internet fallback and power continuity for the local context. A private room or office is preferable to a setting where other people can hear conversations or see CVs.

A real place in the organisation

Announce the arrival and introduce manager, buddy, hiring managers, HR, IT and the data-protection contact. Explain products, organisation, terminology, employer brand and actual commitments. Prepare an onboarding page with document owners, versions and contacts. Arrange authorised observation of an intake meeting and an interview before assigning a complete hiring process.

Explicit working rules across geographies

Agree overlap hours, displayed time zones, breaks, response expectations and urgent contacts. Protect research time and schedule calibration sessions rather than constant interruptions. Decisions belong in the system of record, not only in private messages. Use delegated access to functional mailboxes instead of shared mailbox passwords. Mobile messaging must remain within an approved professional arrangement.

Before the first candidate contact, rehearse the full path: find the brief, open a fictional record, propose a meeting and reach the right person if something fails.

03. Grant appropriate access without normalising shared accounts.

ATS platforms, job boards, LinkedIn Recruiter, email and calling services have different licensing and access rules. A company-owned subscription does not necessarily permit simultaneous use by multiple people.

Individual identities and assignment-based permissions

Give each colleague a professional account with SSO and MFA where supported. Separate administrator, recruiter, hiring manager, agency and read-only roles. Limit access to relevant jobs and clients, compensation and exports. Test denied actions as well as permitted ones. Interviewing one candidate does not require visibility of the whole database or every confidential comment.

A vault for approved exceptions, not licence circumvention

If a shared technical login is genuinely unavoidable and permitted by the vendor and IT, use a restricted team vault, an owner, documented recovery and an operating procedure. Never send passwords through email, spreadsheets or chat. Avoid leaving the secret and recovery factor under one person’s sole control. Do not share personal accounts or LinkedIn sessions to avoid buying individual seats.

Networking that respects vendor conditions

Validate access from the working country, session limits, authorised devices and any IP allowlist. Approved VPN or Zero Trust access must not hide location or bypass contractual restrictions. A VPN does not inherently provide a fixed public IP. When a security check appears, follow the administrator or vendor procedure rather than repeatedly trying different connections.

Traceable arrivals, absences and departures

Maintain an inventory of accounts, licences, delegations, vaults and integrations. Plan administrator recovery, deputy coverage and access revocation at assignment end. Reassign records and calendars; revoke sessions, tokens and extensions; rotate credentials that were shared. Removing vault access cannot erase a password someone has already seen. Do not hand their session to a replacement.

An access test includes one allowed action, one forbidden action and verified revocation. Credits, spending limits and exports also need named owners.

04. Turn a hiring request into a verifiable brief.

“Find a good candidate” is not an operational brief. Run an intake meeting with the manager and separate the actual work, justified requirements and capabilities that can be developed.

01

Start with the work, not a copied advert

Describe responsibilities, expected outcomes, colleagues and real situations in the first months. Explain autonomy, tools and genuinely necessary constraints. For each requirement, ask which task it supports and what evidence could demonstrate it. An impressive degree or a number of years is not a substitute for observable capability. Document transferable experience as well as traditional career paths.

02

Make the conditions explicit

Approve budget, communicable compensation range, working location, necessary languages, hours, proposed engagement and remote-working arrangements. Distinguish place of work from nationality. Eligibility checks happen at the appropriate stage under applicable rules. Recruiters must not independently infer whether an EOR or COR arrangement is feasible, or promise terms that responsible owners have not confirmed.

03

Write criteria before reviewing applicants

Separate justified essentials, preferences and transferable skills. Assign each criterion an evaluator, stage and suitable question or exercise. Prepare a scorecard that includes “not assessed”. Replace vague personality impressions or “culture fit” with described professional behaviours. Exclude personal information unrelated to the role and explain what evidence would support either a positive or negative finding.

04

Calibrate and version the requirement

Compare fictional profiles or authorised examples and resolve disagreements. Agree interview stages, evaluator availability, offer approval and a realistic calendar. Date and explain changes to the brief and review their effect on existing applications. A manager who changes the requirement must not keep judging the search against outdated instructions. Keep those decisions accessible to everyone involved.

Find these options in the catalogue

Deliverables: an approved brief, work-linked criteria, an assessment framework and stakeholder feedback commitments. Without these, sourcing mostly scales uncertainty.

05. Make the ATS the process reference, not a CV warehouse.

An ATS tracks applications to jobs; a recruitment CRM also manages relationships with talent pools. Agency CRMs may manage clients and assignments. Suites can combine these functions, but their objects and permissions still need to be understood.

One journey, evidence and an owner at each stage
  1. 01

    Define

    Approved requirement and criteria.

  2. 02

    Identify

    Checked source and relevance.

  3. 03

    Qualify

    Separate evidence and unknowns.

  4. 04

    Assess

    Recorded evidence and decision.

  5. 05

    Hand over

    Approved offer and tracked start.

A person and their applications are different objects. Each application retains its own next action and decision.

01

Separate person, application and job

One person can apply to several jobs and receive different decisions for each. Link records without conflating their statuses. Document creation, source, ownership, duplicates, useful fields and merging rules. Retain CV provenance and verify automatically extracted fields. A parser failing to read a document does not establish that the person lacks the required capability.

02

Give stages explicit exit conditions

Every stage needs an owner, expected evidence, next action and due date. Distinguish contacted, interested, qualified, assessed, offered and actually started. Keep rejection, withdrawal, paused jobs and no response distinct. Changing a status must not trigger an unchecked message or unapproved offer. Test automated sequences on fictional records before enabling them for live applicants.

03

Configure access and integrations

Test compensation and comment visibility, agency portals, calendar, email, calling, careers site and exports. Have IT review technical identities, keys and integration permissions. Check sync errors, duplicates and deletion propagation. Downloaded documents, notes and recordings in other products do not necessarily disappear when a record is deleted from the ATS. Assign owners for each connected system.

04

Import and hand over records responsibly

Define fields, permitted sources, deduplication, ownership and lawful basis before importing a talent pool. Test on a small approved dataset and inspect mappings. Do not upload a previous employer’s directory or a purchased list without review. At assignment end, hand over records according to contracts, rights and retention needs without keeping a personal copy.

Business acceptance test: take a fictional application through research, qualification, interview, decision, communication, authorised export and policy-based deletion or archiving.

06. Search with a hypothesis, then check relevance.

Sourcing combines professional vocabulary, market understanding, authorised channels and useful outreach. It is not simply increasing the number of messages sent.

Illustrative example: searching for a backend developer
("backend developer" OR "développeur back-end") AND (Java OR Kotlin)

Two criterion families, several ways to express them. Test this syntax in your chosen engine; advanced filters and operators vary. A search result still needs qualification.

This query is neither an automatic rejection filter nor a scraping example. Broaden it if it excludes relevant transferable skills.

01

Map the market before multiplying searches

Identify equivalent titles, adjacent skills, environments, communities and transferable careers. Choose channels for the actual role and market. Reuse talent pools only within their authorised purpose and with current information. Document the hypothesis, query, date and relevant results so another recruiter can resume and improve the work. A saved search is useful only if the underlying logic remains understandable.

02

Build and refine Boolean searches

Use OR for variants and AND between families of criteria. Quotes, brackets, exclusions and filters vary by engine; test syntax in the selected service. Also inspect profiles missed by overly strict wording. Different titles may describe the same work. Do not systematically exclude career transitions or CVs that lack an exact keyword, and review the consequences of each filter.

03

Approach people with an honest proposition

Explain who you are, the context, professional reason for contact, approved role details and the proposed next step. Adapt language, channel and length without inventing a personal connection. Use a reasonable follow-up cadence and respect objections and stop requests. Separate a message sent, a reply and genuine interest; finding an address does not establish a wish to be contacted.

04

Respect platforms, people and client boundaries

Approve job-board terms, extensions, collection and enrichment before use. Do not use scraping, bots or session sharing that bypasses service rules. Publicly available information remains personal data. Avoid private-life research and contact lists without provenance. Agency recruiters must also check presentation rules and assignment restrictions before approaching or submitting someone. Kernel’s coverage is not a licence to ignore platform restrictions.

Measure relevance and qualified responses, not just volume. Kernel covers all 54 African countries; each platform has its own coverage and conditions.

07. Separate facts, assumptions and unknowns when screening CVs.

A CV is a statement to examine, not exhaustive proof or an automatic ranking. Prepare a structured review and a short conversation to clarify missing information before deciding.

Illustrative fictional-record framework, without automatic scoring
CriterionReported informationUseful follow-upStatus
Work deliveredAn API is described on the CV.Clarify personal contribution and trade-offs.Clarify
Required toolA tool is listed without an example.Ask about a professional use case. Not assessed
OutcomeAn improvement is claimed without context.Clarify baseline and personal contribution.Seek evidence

Missing CV information is not proof of a missing skill. An identified evaluator uses approved criteria to determine the outcome.

01

Link each observation to the brief

Identify responsibilities, achievements, context, tools and actual scope described. A technology mentioned is not the same as demonstrated use. Employment at a large company does not establish the person’s exact contribution. Write concise professional notes with the source and a follow-up question, rather than copying unnecessary personal information. Keep what the candidate reported distinct from independently checked evidence.

02

Treat missing information as a question

A career break, unusual title or missing degree does not justify an automatic conclusion. Request only clarifications relevant to the role without seeking intimate explanations. Do not infer age, origin or family situation from a photograph, name or date. “Not assessed” is different from “skill absent”. Check extraction errors before treating an empty ATS field as a negative finding.

03

Run comparable initial conversations

Explain responsibilities and known conditions, then check interest, stated availability, expectations and relevant professional constraints. Ask for a concrete example linked to the brief and the candidate’s own contribution. Accommodate accessibility needs. Confirm mutual understanding without promising progression before the decision-maker’s review. Do not routinely collect salary history or treat willingness to accept an unapproved offer as evidence of competence.

04

Give the manager a useful summary

Present alignment with criteria, reported examples, outstanding checks, discussed conditions and a reasoned recommendation. A shortlist is not a bundle of unread CVs. Have a sample of records reviewed and compare assessment standards. Rejection needs a documented professional rationale; a personal impression or software score is insufficient. Make the next evaluator and the question they need to resolve explicit.

Find these options in the catalogue

For every criterion: what is observed, what needs checking, who evaluates it and when. No numerical total should conceal missing information.

08. Organise interviews that generate comparable evidence.

Scheduling, candidate welcome and interviewer preparation influence experience and feedback reliability. A full calendar is not evidence of a well-coordinated process.

Clear, confidential invitations

State duration, time zone, interviewers, format, preparation and fallback arrangements. Check calendar, meeting-link and document permissions. Offer rescheduling and a technical-support contact. Candidates should know available adjustments and remaining stages without having to disclose a medical diagnosis to a recruiter. A public calendar title must not expose a confidential application or the candidate’s employer.

Questions grounded in the actual work

Give each interview specific criteria, shared core questions and permitted follow-ups. Ask about situation, personal actions, trade-offs and outcomes, then explore the evidence. Avoid repeating the same question across four interviews or silently evaluating an unannounced criterion. A professional communication requirement does not justify a broad judgement about an accent. Evaluate the capability actually needed to do the job.

Feedback written before group discussion

Where the process allows it, interviewers submit their own evidence and scorecards before reading others’ opinions. Separate observation from interpretation. Calibration compares criteria and uncertainty rather than rewarding the most senior person’s persuasiveness. Date the decision, name its owner and commission a focused follow-up if an essential question remains unresolved. Avoid adding another complete interview without explaining its purpose.

Justified video and recording

An interview can take place without recording. If asynchronous video, transcription or listening is proposed, have necessity, notice, lawful basis, access, retention and an appropriate alternative reviewed. Do not use facial or vocal inferences about emotion, honesty or suitability. A connection problem must not become a negative assessment of the person. Keep technical fallback arrangements separate from competency evaluation.

Interview records contain criteria, questions, observed evidence, unassessed areas and the next decision. They must not contain demeaning or job-irrelevant personal comments.

09. Add an assessment only when it answers a useful question.

A test, work sample or reference check is part of selection, not a neutral administrative step. Define relevance, limitations, administration and use before asking a candidate to complete it.

Proportionate work samples

Choose a representative exercise of reasonable length with clear instructions, equipment and evaluation criteria. Use a fictional problem rather than unpaid client work. If lengthy or productive work is proposed, have its contractual and payment arrangements reviewed. Provide adjustments, suitable languages and technical alternatives. Candidates should understand what is being evaluated and how long the task should take.

Explicit rules on AI and other tools

State whether documentation, research, AI assistance or collaboration is allowed. Evaluate understanding and choices, not just a delivered output. An AI detector or anti-fraud flag is not sufficient evidence for exclusion. Seek an explanation and allow findings to be challenged before an adverse decision. Apply the same stated rules consistently while considering agreed accessibility adjustments.

Interpretation by competent people

Check validity for the job, population and language, accessibility and administration conditions. Skills, cognitive and personality tests are not interchangeable. Providers should explain methodology and limits; recruiters must not make psychological diagnoses. Consider results alongside other evidence and check candidate feedback requirements. A precise-looking score is not inherently a reliable prediction of professional performance.

Necessary, authorised checks

Govern references, qualifications and checks according to the role and applicable law. Inform candidates, validate lawful basis and authorised contacts, and never contact a current employer without explicit agreement. Do not impose universal criminal-record, health or financial checks. A discrepancy requires factual clarification and a challenge route, not automatic rejection based on an unchecked database. Confirm market coverage before choosing a provider.

A useful step resolves a job-related uncertainty. If the result changes no explainable decision, remove the step rather than passing its cost to the candidate.

10. Maintain the relationship through to the start, including rejections.

Candidate experience depends on clarity and continuity, not a sequence of automated messages. An accepted offer is not yet an actual start.

01

Communicate without overpromising

Explain next steps, the contact person and when an update is expected. If delayed, give an honest update and revise the timetable. Rejections should be respectful and consistent with the recorded decision and feedback policy. Stop campaigns and reminders when a job is paused or a candidate withdraws. An automated message must not contradict a conversation already held with the person.

02

Submit candidates appropriately

Share only necessary information with authorised recipients within the processing framework explained to the candidate. Distinguish verified information from statements, without embellishing achievements or inventing compensation agreement. Define client-presentation rules, any required permission and retention in advance, using a secure transfer. A presentation record should identify its recipient and purpose rather than creating an uncontrolled parallel CV database.

03

Approve and explain the offer

Check title, compensation, currency, variable elements, location, hours, engagement, conditions and authorised signatory. Recruiters communicate an approved version within their delegation. Electronic signing does not validate contractual content. For international hiring, qualified owners confirm the employment framework and any EOR or COR arrangement before commitments are made. Questions outside the recruiter’s authority go to the named approver.

04

Move from selection to onboarding

Confirm the start, HR contact, equipment and welcome without transferring all selection notes into the employee file. Separate information required for hiring from recruitment assessments. If a candidate withdraws or does not start, update authorised stakeholders and the record professionally, without stigmatising commentary. The actual start needs its own status and handover owner.

Handover records state approved commitments, contacts, next steps and ownership. Data transferred into the HRIS needs its own justification and retention rules.

11. Protect candidates and preserve genuine human decisions.

Searching, scoring, enriching, sharing and deleting CVs all involve personal-data processing. International access, providers and AI tools need review by legal, security and data-protection owners.

Define purpose, transparency and retention

Identify controllers, purposes, lawful basis, recipients and rights-request channels. Consent is neither the sole basis for recruitment nor an unrestricted authorisation. Indirect collection also needs appropriate information about sources. Distinguish active hiring, talent pools and archives for obligations or disputes. Set justified retention periods rather than unlimited storage or a universal worldwide two-year rule.

Reduce copies and manage rights

Avoid personal email, local CV downloads and mixed client files. Limit exports, public links and exposure of small candidate groups. Plan access, correction, objection and erasure requests, with proportionate identity checks and treatment of retention obligations. Document incidents, transfers and provider roles. EU hosting alone does not resolve access from other countries, and deleting a record in one tool may leave connected copies.

Govern summaries, parsing and AI suggestions

Approve contracts, permitted data, possible model training, retention, subprocessors and permissions. Do not upload identifiable CVs to an unapproved personal assistant. Compare summaries with the source and keep unknowns explicit. Hidden CV instructions must not control the assistant. Test varied languages and document formats, tracking errors and bias rather than assuming identical reliability for every population.

Do not turn a score into an irreversible decision

Prohibit exclusively automated rejection based on unvalidated rankings in your process. Human reviewers need to understand limitations, inspect source evidence and change decisions. Provide appropriate information, explanations and challenge routes. Have GDPR, local rules and relevant European AI obligations and timelines assessed for the actual use case; vendor marketing is not proof of compliance. An outsourced algorithm does not remove organisational accountability.

Responsibility remains with the relevant owners when a vendor supplies an algorithm. Legal and professional review is still required; this guide is not a compliance audit or individual legal advice.

12. Manage recruiting relevance, not just throughput.

Define population, event, period, owner and source before interpreting a rate. The examples are educational, not individual quotas or performance promises.

Illustrative definitions, not performance targets

Qualification

12 / 40 = 30%

Example: 12 qualified applications from 40 completed screening conversations in the same cohort, not from messages sent.

Qualified / completed screenings × 100

Offer acceptance

8 / 10 = 80%

Example: 8 acceptances and 2 declines from 10 decided offers. Display pending offers separately.

Accepted / decided offers × 100

Recruiting time

Two starting events

Possible convention: approved opening for time-to-fill; candidate process entry for time-to-hire. Both end here at offer acceptance.

Measure actual start separately

01

A funnel with stable denominators

Distinguish unique people, applications, contacts, responses, completed interviews, offers and actual starts. One person applying to two jobs counts differently across measures. Compare mature cohorts and separate ongoing cases, withdrawals and cancelled roles. The original source and the channel that meaningfully contributed to an application may differ; record the attribution convention rather than changing it to flatter a channel.

02

Time measures with named events

Time-to-fill and time-to-hire are not universally defined. For example, define the former from approved job opening to accepted offer and the latter from candidate process entry to accepted offer. Measure time to actual start separately. State pause rules, working or calendar days, medians and still-open cases. An average alone conceals blocked applications and dependency delays.

03

A quality review with hiring managers

Review shortlist relevance, feedback delays, withdrawals and understanding of offers. Combine candidate and manager feedback with contextual learning after onboarding. Do not attribute a departure caused by working conditions or a poorly defined role solely to the recruiter. Consider workload, complexity and record quality rather than CV counts. Non-discrimination or diversity analysis must use only data permitted under the applicable framework.

Find these options in the catalogue

A useful review results in action: clarify a brief, remove an unnecessary filter, train an interviewer or shorten a wait. Give every action an owner and follow-up date.

13. Build autonomy on demonstrated capability.

Adapt timing to experience, specialism and the hiring cycle. No hire in thirty days does not automatically mean no progress when the market or process requires longer.

01

Before arrival: prepare the assignment

Assign manager, buddy and initial roles. Approve briefs, access, licences, criteria and data-protection rules. Prepare fictional records, ATS demonstrations and learning slots. Inform hiring managers and confirm their availability for calibration. Equipment and account readiness belong to named owners rather than being left for the new recruiter to discover.

02

Week 1: understand and rehearse

Learn the company, roles and candidate policy. Test allowed and denied access, the vault, calendar and calling. Practise a search, CV review, qualification note and simulated interview. The buddy checks that unknowns are identified and unnecessary personal data excluded before any real outreach. Explain how to raise security and professional concerns.

03

Days 1 to 30: produce with review

Take on a limited research and qualification scope. Compare initial records with the manager using the approved framework. Validate outreach, summaries, presentation rules and ATS discipline. Correct access and instructions before treating a difficulty as a performance problem. Collect questions that reveal missing documentation and give each gap an owner.

04

Days 31 to 60: coordinate a process

Run an intake meeting and a screening/interview cycle with appropriate supervision. Participate in calibration, track feedback and justify recommendations. Check talent-pool quality, objections and duplicate handling. Investigate a blockage with the manager instead of simply sending more messages. Review whether the agreed criteria still reflect the work the organisation needs.

05

Days 61 to 90: confirm and hand over

Confirm independent responsibilities, delegation limits and future learning. Propose a documented improvement to a brief, search or candidate journey. Rehearse absence coverage, review permissions and agree objectives and workload with the manager. The final review should clarify what still requires approval rather than assuming autonomy over every job family.

Frequently asked questions

Can we share a LinkedIn Recruiter or ATS account?

Prefer individual licences and accounts within vendor terms. A password vault does not make licence sharing permissible. Rare shared technical accounts must be explicitly allowed, restricted, traceable and revoked or rotated at assignment end.

How do an ATS and recruitment CRM differ?

An ATS manages applications to jobs and their assessment. A recruitment CRM also supports talent-pool relationships; agency CRMs may manage clients and assignments. One suite can provide several functions. Choose around your actual objects, permissions and workflows.

Should an incomplete CV be rejected?

Not automatically. Distinguish genuinely unmet essential criteria from information that has not been assessed. Check parsing errors and ask a relevant question before concluding. An unusual career path or a break does not justify a personal inference.

Can AI reject applications for us?

Do not build the process on unvalidated exclusively automated rejection. Have applicable requirements, data, criteria and biases assessed. Maintain meaningful human review with access to source evidence and authority to change decisions, together with appropriate transparency and challenge routes.

Must every CV be retained for two years?

There is no single worldwide retention rule for every record. Active hiring, talent pools and archives serve different purposes. Define periods, lawful basis, information and deletion procedures with qualified owners under applicable rules.

How should remote recruiters be evaluated?

Combine record quality, process discipline, candidate and manager feedback, clearly defined time measures and portfolio complexity. Message volume and keyword matches are insufficient. Decision delays and proposed working conditions also depend on the organisation.
